The fourth part,discusses the problem of government environmental responsibility accountability system in our country, mainly manifested in the accountability legislation lags behind,the agency/unclear responsibilities between authority and accountability subject vacancy,accountability object fuzzy,the system of the liability is not perfect enough. he fifth part,put forward the thinking of perfecting our countrys government environmental responsibility accountability system,respectively from the accountability main body,the scope of accountability,accountability system and accountability program were put forward, including improvement suggestions. Finally,in conclusion,it is emphasized that environmental protection is a comprehensive process requires the efforts of the parties, has great significance to promote the Government environmental responsibility system of accountability.
