OECD-DAC Joint Venture for Procurement Guidance Note for the 2008 Survey for Monitoring the Paris Declaration “Indicator 2b: Building Reliable Procurement Systems” The Purpose of this Guidance Note In 2005, the OECD-DAC Joint Venture for Procurement (the JV) was set up as part of the implementation structure for the Paris Declaration with a mandate to coordinate the commitments relative to procurement: strengthen national procurement systems; support procurement capacity development; and support the increasing use of reliable country systems. “The Methodology for the Assessment of National Procurement Systems” (the Methodology) was developed by the JV as a tool to assess the quality and the performance of procurement systems and to provide data for the monitoring process of the Paris Declaration. The methodology is being field tested in 22 developing countries associated with the Joint Venture (the JV “pilot countries”). Regional orientation and guidance workshops were delivered for these countries in Nairobi, Jakarta, Yaounde and Paris (The paris workshop was specifically for the countries that are not pilots which should be noted.) in 2007. Many of these pilot countries (and additional countries that are also using the methodology) have shared their experiences and lessons learned from the process by means of short reports to OECD-DAC Secretariat, several of which have been approved by the countries for posting on the public JV website. In addition to the methodology, the JV is working on a Good Practice Guide.The intention of this draft Good Practices Guide is to provide guidance for partner countries, multilateral development institutions and bilateral development agencies in conducting assessments of country procurement systems, designing procurement capacity development strategies and monitoring progress in strengthening public procurement systems.
