参与式方法在水土保持世界银行贷款项目中应用与探索 　　摘要：以云南省姚安县实施云贵鄂渝水土保持世界银行贷款/欧盟赠款项目中，应用参与式方法进行项目规划设计和实施管理，经过5年实践，项目取得了良好的进展，在此基础上对参与式水土保持管理方法进行了探索和思考。 　　 云贵鄂渝水土保持世界银行贷款/欧盟赠款项目是利用外资和国际先进的管理办法和理念，来加快长江流域水土流失防治、改善流域生态环境的项目，建设目标是：在治理水土流失、保护生态环境的同时，促进社区发展和增加农户收入，提高农户保护生态的积极性，促进人与自然和谐发展，促进社会经济的可持续发展。姚安县作为云南省8个项目县之一，项目区规划治理水土流失面积37.03 km2，总投资为3705.93万元，其中：世行贷款1649.00万元，欧盟赠款318.73万元，中央补助518.31万元，省配套138.42万元，州县配套138.92万元，投劳折资645.73万元，贷款利息296.82万元。自2006年9月启动实施，运用了参与式方法，对项目进行规划设计、实施、管理。 　　关键词：参与式水土保持世界银行贷款项目应用探索 　　Abstract: the implementation of yunnan province YaoAnXian yungui hubei chongqing water and soil conservation the world bank loan/eu grants program, the application of participatory methods for project planning, design and implementation management, after five years of practice, the project made good progress, on the basis of participatory management of soil and water conservation methods explore and think about. 　　Chongqing yungui hubei soil and water conservation and the world bank loan/eu grants program is use of foreign capital and the international advanced management method and idea, to speed up the Yangtze river basin water and soil loss prevention and control, and improve the ecological environment of the river project, the construction goal is: in the control of soil erosion, and protect the ecological environment at the same time, promoting community development and increasing farmer income, improving farmer protect the ecological enthusiasm, and promote the harmonious development of man and nature, and promote the sustainable development of society and economy.
