rightsinfringementofcitizenslackofoveralleffectivereliefway,stilllimitedtoinvadethePEsexspecificadministrativeactofsomerelief,becauseoftheadministrativebehaviorproducesexualbenefit-grantingrivalriesanddamage,remainslegalblank.Andproducethecausesoftheproblemsmainlyhas:legalsafeguardmechanism,makeprivate-propertyrightshysteresisoflegalprotection,andtoonarrowrangeinourcountryatpresentpracticalneedsarenotconsistent;Traditionalcultureonprivatepropertyandpursuitoflegitimacy,ledtoignorecitizensandconceptionofruleofprivacyculturetheweak;Thesubjectofpublicpower,serviceadministrationideamakesalargenumberoflackofadministrativepersonnelrankingofconsciousnessandtheconceptofprivilegefurtherstrengthening,weakeningitspublicservicefunction;Thepublicinterestsoftheuncertaintyandtheexpansionofexecutivepowerabuse,causedtothelegitimaterightsandinterestsofthecitizens,seriousviolationwillfullyinfluencesocialharmonyandstability.So,tofundamentallytheprivatepropertyrightofcitizenscomprehensiveeffectivelyprotect,stillneedtostartfromthefollowingseveralaspects:firstly,tocreateagoodsocialenvironment.Specificinclude:cultivatingcitizensprivatepropertyrightsprotectionconsciousness,strengthenthesubjectofpublicpower,correctlydealwithserviceadministrationideaofprivatepropertyadministrationandrelations;Secondly,perfectingprivatepropertyrightsprotectionlegislation.Mainlyfromtheprotectionofprivatepropertyrightascensioncitizens,widenthecitizenslegislationstatusoflegalprotectionofprivatepropertyright,definethescopeofpublicinterestsandacceleratingthelegallimitsadministrativeprocedurelegislationprocessthisseveralaspects;Again,strengthenthebasicprincipleofadministrativelawinprivatepropertyrightsprotectionoftheapplicable.Dostrictlyabidebytheprincipleofadministrativelawreserves,moderatelegitimacyprinciple,adheretotheproportionprincipleandimplementtrustprotectionprinciple;Finally,throughexpandingthescopeofacceptingcasesofadministrativelitigation,formulatetheadministrativecompensationlawandperfectsocialsecuritylaw
