AbstractChina is a mountainous country and Yunnan is the most typical mountainous provinces in the west part, plains(flatland region) accounted for only 6% of the total land area. As the concentration of of the the high-quality cultivated land, dame area is superior on natural and geographic conditions. But with the economic development, a lot of the dam area occupied by the construction.Currently, changing the unreasonable construction land expansion mode, reducing constructions on the flat region with high quality and promoting of reasonable construction layout to the suitable ramp become an extremely important development strategy in Yunnan Province.“Construction up to The Mountains” has great significances in the implementation of the bridgehead and the western development strategy, protecting the high quality, optimizing the layout of urban and rural land use, getting rid of the urban-rural dual structure. Based on the current implementation situation of the “construction up to the mountains”, this paper analyzed experiences and issues due to the current implementing situation. Furthermore, this paper set forward several countermeasures about the “construction up to the mountains” strategy in the future implementation.The main conclusions:The strategy of “Construction up to The Mountains” has been implemented more than one year. In this paper, analysised the delineation of the dam boundaries and land type area, perfecting of “three-planning”, in detail. And described the compensation of high quality cultivated land in dame area and some status of implementation examples. Sum up experience:evaluation of land suitability for construction use before construct, protecting cultivated land in the hills,“three-planning”review method.
