Population security guarantee mechanism construction is the most fundamental and important measure on security and important content for promoting the residential happiness index. The paper starts with the relationship between population security guarantee mechanism construction in “Safe Olympics and promoting the residential happiness index, concept of population security in “Safe Olympics, and main factors influencing population security in “Safe Olympics.
