摘要随着网络技术的发展与应用，政府服务开始迈进电子政务时代。政府门户网站是政府提供公共信息和服务的重要途径，也是政府与公众沟通与互动最为直接的渠道，他的建设情况与发展形势以及公众满意度是衡量了地区或部门电子政务的发展水平的重要标准。但实际上目前我国大部分地区与部门政府网站的使用效率却差强人意。基于以上背景，本文对政府门户网站的交互性进行评价研究。具体研究内容如下：（1）将网站的全部信息分为交互信息与实用信息两种，并做出界定；以控制论的基本思想来分析用户与网站交互的过程，建立交互过程模型；建立信息构建评价指标体系。（2）构建政府门户网站交互性评价指标体系，并对各个指标进行详细的解释与说明，运用层次分析法分配各级指标的权重。（3）通过设计用户评测实验来执行上述政府门户网站交互性评价指标体系的具体评价过程，并在实验过程中获取数据，对数据处理方法与评判标准进行阐述。（4）以山东省政府网站为例进行实证分析。通过用户评测实验的具体设计，与实验所得数据的计算处理结果分析，得出山东省政府网站在交互性整体水平，发现实际存在的主要问题并提出合理性建议。本文的主要创新点如下：（1）创新性地将网站的信息构成分成交互信息与实用信息，提出通过对网站交互信息设计的评价反映网站的交互水平；以控制论的基本思想来分析网站交互过程的实质，建立了网站交互模型；（2）建立政府门户网站交互性评价指标体系。包括政府门户网站交互性评价指标、指标权重分配、用户评测实验以及数据处理方法的设计。本文对政府门户网站交互能力的评价将对目前学术界关于政府门户网站评价体系的研究起到一定地补充作用，有助于我国电子政务理论体系的发展与完善。所提出的政府门户网站交互性评价方法，不仅可以对现有的政府门户网站交互性进行评价，而且在政府门户网站维护、升级或重建过程中也能起到一定的指导作用。关键词：政府门户网站；交互性评价；信息构建理论；用户评测实验AbstractWiththedevelopmentandapplicationofnetworktechnology,governmentservicesstartedtogotowardstheeraofelectronicgovernmentaffairs.Thegovernmentportalwebsiteisthewindowofthegovernmenttoprovideinformationandservicestothepublic,andthemostdirectwayofcommunicationandinteractionbetweenthegovernmentandthepublic.Theconstructionofthegovernmentportalwebsiteanditspublicsatisfactioncanevaluatethedevelopmentlevelofe-governmentofaregionordepartment.Butinfact,theuseefficiencyofthemostregionsandthedepartmentofourcountry’sgovernmentportalwebsiteweredissatisfiedatpresent.Basedontheabovebackground,thispaperwillstudyontheInteractiveEvaluationofGovernmentPortalWebsite.Theconcreteresearchcontentsareasfollow:Thepaperputtedforwardtheviewpointthatthewebsiteinformationconsistsoftheinteractiveinformationandthepracticalinformation,andthenmadethedefinition;andthebasicideaofcyberneticswasusedtoanalyzethesubstanceoftheusersinteractionwiththesite,andestablishinteractionmodel;theinformationarchitectureevaluationindexsystemisbuilt.Onthebasisoftheabove,thegovernmentportalsinteractiveevaluationsystemwasestablished,andeachindexwasexplanedanddescripteddetailly.AHPwasusedtodeterminetheweightofeachindexafterscoringacc
