摘要十八届三中全会以后，在经济金融领域，政府与市场的关系一直是理论的热点 问题。在政府简政放权背景下，我国金融深化的步伐加速，政府介入金融的程度在 悄然变化，政府和市场的边界也在向着市场方向位移。在新的政策制度环境下，我 国传统的银行主导型金融发展模式正在转变。在新的形势下，什么样的金融发展模 式更适合转型期的中国正是本文尝试研究的问题。在一国的金融系统中，按照银行中介和金融市场在社会融资中是否起主导作用， 往往将其划分为银行主导型和市场主导型金融体系，由此形成不同的金融发展模式。 传统文献在讨论金融发展模式问题时往往不考虑政府因素，大多将其外生化处理， 最优的金融发展模式单纯的在金融系统内部寻找银行中介与金融市场的“最优结构 比例”。本文突破了这种研究视角，尝试从更加宽泛的制度背景和宏观视野中寻求 金融因素最大程度服务实体经济的发展模式，将政府因素内生化于我国的金融发展 过程中，充分研究金融发展过程中的政府与市场关系及定位，研究政府介入金融发 展的最优边界。本文在研究过程中，多视角对比分析了当今主流的金融发展模式，尽可能全面 立体式的勾勒当前主流金融发展模式的轮廓，突破了同类论文单一对比的视角，从 而加深了对主流金融发展模式的认识，具有一定的新意；本文在最优金融发展模式 的分析框架中引入政府因素，在充分分析政府与市场关系的前提下，将政府因素、 银行中介、金融市场整合在一个整体的分析框架中也有一定的新意。文章得出结论：就现阶段而言，最优的金融发展模式要求在最优的政府-市场边 界下促进金融系统最大限度的发挥金融功能，即在最优的政府-市场边界下银行中介 与资本市场均衡发展的模式。均衡发展强调的是金融功能，而不是单纯意义上的金 融结构或比例。关键词：金融发展模式；政府；银行中介；金融市场AbstractThe relationship between government and the market has been a research hotspot in recent years. The process of financial deepening is accelerating in the context of government decentralization, the intervention of government in the finance sector is decreasing, the role of the market in allocating resources is strengthening. Under the new policy of the institutional environment, Chinas traditional bank-based financial development pattern is changing. Under the new situation, which kind financial development pattern we really need is the paper tries to study.According to whether the bank intermediaries or financial markets play a leading role in social financing, a countrys financial system often can be divided into bank-based and market-based financial system. When discussing the issue of financial development patterns, traditional literatures often neglect the role of government, Optimal development of financial patterns within the financial system simply looking for optimal structure proportion in bank intermediaries and financial markets. In this paper, the author tries to breakthrough the old research perspective, paying more attention to the government factors, thoroughly discussing the relationship between governm
