AbstractCurrently, the low efficiency of financial funds is a key problem faced by Chinas Government departments. In order to improve the efficiency of financial funds, it is necessary to implement performance evaluation. Research that quantifying expenditure capital efficiency and evaluate the performance of basic construction projects invested by government is not mature. There are two major problems: firstly, operability of the existing performance evaluation indicators is not strong in performance evaluation practice of basic construction projects invested by government, including excessive number of performance evaluation, broader of evaluation scope,difficulties of index data collection ,lack of integrity, descriptive and evaluative,long evaluation period,and it takes a lot of manpower and material resources. Second, the performance evaluation standard for basic construction projects invested by government have obvious gap, resulting in lack of performance evaluation indicators descriptive and evaluative . Therefore it is required that exploring a new method of performance evaluation, namely, rough evaluation,it is not only able to overcome existing problems of the performance evaluation, but also has a guiding role to traditional and universal to performance evaluation approach .This paper will build performance rough evaluation system of basic construction projects invested by government, excavation performance rough evaluation indicators and develop evaluation standard.Based on the above problems, the paper conducts the following research using literature review method, association analysis, case studies, expert interviews and other methods:Firstly, research on building performance rough evaluation indicators system based on association analysis.
