跨国公司在华FDI及其对我国的风险分析 提 要 牢固树立经济全球化观念，进一步提升经济国际化水平是苏南地区持续发展的关键所在。而要素的国际流动是指资本，劳动，TNCs（跨国公司）已成为一支独立的国际经济驱动力，其全球竞争战略出现了诸多新特点，这种变化同样表现在其对华FDI（对外直接投资）运作方面。本文从跨国公司全球竞争战略的角度出发，以跨国公司FDI和精益生产理论为指导，利用统计模型，探讨经济全球化背景下跨国公司在华FDI运作的特征，带来的影响和主要的风险，并在此基础上提出一些对策建议。 本文认为，跨国公司在华FDI在促进经济发展的同时，也带来一些不确定性和风险，这种不确定性来源于跨国公司在华FDI的战略变革。对跨国公司在华FDI的运营方式及其风险的研究，将有助于我国政府从外资策略等相关层面，积极协调跨国公司在华FDI的战略与我国利用外资政策的目标，在诸多可能性中作出适时的选择，既保持住对跨国公司FDI的吸引力又有效地防范随之而来的经济风险。 关键词：跨国公司 在华FDI 风险分析 The impact of the TNCs’ FDI in China Abstract Along with the accelerating process of economic globalization, the Transnational Corporations (TNCs ) ’ foreign direct investment ( FDI ) have been playing a significant role in the world economy. Also as the enlarging scale of FDI inflows especially in east China, the TNCs’ operation pattens are becoming more and more important in China’s economic development. Based on the framework of the latest development of FDI Lean Manufacture theory, this paper focuses on the analysis of the changing trends of the operation pattens of the TNCs’ FDI in China, as well as the risk to the country economy development. Under the support of statistical data, this parper makes analyses on the relationship between the operation pattens of TNCs’ FDI and the country economic stability. The major conclusion is that on one hand TNCs’ FDI has been playing an positive role in the improvement of the country economy, while on the other hand , the function of TNCs’ FDI are rather limited and some of its risk should not be neglected. Therefore, it calls for further reform and adjustment of China’s FDI related policies, especially with its WTO membership, more attention should be paid by the government to transparency and co-ordination of the global strategies of TNCs’ FDI, as well as more effective risk control solutions are to be implemented on the market behaviors of the TNCs’ affiliates in China.
