摘要
21世纪的今天，国有企业已经成为独立的商品生产者和市场竞争主体，然而，政府作为出资人，监管职能并没有充分发挥，导致企业经营行为不规范，出资人和债务人的利益都受到了损害，因此在中国建立起一套科学规范的企业绩效评价指标体系具有十分重要的现实意义。
科学规范的绩效评价指标体系不再仅仅依赖于它对传统财务指标的运用，而是更多地取决于它对非财务指标的重视，如何将财务指标与非财务指标有机的结合在一起，以评价指标为基本要素，客观、公正准确的评价企业的盈利能力、偿债能力、资产管理和发展潜力等方面的内容，这对企业家和理论家们都是一个重大的挑战。本文正是基于这种认识，以企业绩效评价理论解释为起点，在深刻分析企业绩效评价指标体系的发展历史和现状的基础上，综合考虑影响企业绩效的诸多因素，试图通过对我国企业绩效问题的深入研究，找出现行企业绩效评价指标体系的缺陷，探索提出一套适合我国国情的国有企业绩效评价指标体系，以促进在我国尽快建立和完善企业绩效评价制度。

Intwenty-firstCentury,state-ownedenterpriseshavebecometheindependentcommodityproducersandthemainbodyofmarketcompetition,however,thegovernmentastheinvestor,regulatoryfunctionsarenotgivenfullplay,causestheenterpriseoperatingbehaviorwasnotstandardized,theinvestorandthedebtorsinterestsaredamaged,sointheChineseisnecessarytobuildasetofscientificnormsenterpriseperformanceevaluationindexsystem.
