本科生毕业设计（论文） 中文题目 新型农村合作医疗制度运行绩效评价研究 ——以J市为例 外文题目 The new rural cooperative medical care system operation performance evaluation research ——the city J 学 号 姓 名 学 院 政法学院 指导老师 专 业 11级劳动与社会保障 完成时间 2015年4月8日 摘 要 新型农村合作医疗对我国农村乃至整个社会的稳定和发展都起着至关重要的作用。自新型农村医疗合作制度实施以来，其发展也经历了一个逐步完善和推进的过程，在此进程中的经验和教训值得深思与研讨。本文旨在通过数据统计和走访调查对J市“新农合”实施以来所取得的成就进行定性和定量分析，对新农合从社会经济发展状况、卫生医疗机构状况、筹资情况、基金运行情况四个方面选取16个指标构建了三级绩效评价体系进行有效的绩效评价，为我国社会保障体系的改革和建设提供有效的建议与参考，努力完善筹资机制，提高合作医疗保障水平，健全管理体系，提高合作医疗运行水平加大投入，改善基层医疗卫生条件，建立省外就医报销制度使新型农村合作医疗制度有更进一步的发展和提高。 关键词：新农合；绩效评价；跨省报销 Abstract Provincial new rural cooperative?medical claims?on Chinas?rural areas and even the whole social stability and?development plays a vital role.Since the implementation of the new rural cooperative medical system, its development also experienced a gradually improving and advancing process, in this process the experience and the lesson worth pondering and research.The purpose of this paper is to carry out qualitative and quantitative analysis through the data statistics and interview investigation of J city since the implementation of NCMS made achievements,The new rural cooperative medical system selects 16 indexes from the development status, social economic status, health and medical institutions, fund financing operation situation of four aspects of the construction of the three levels of performance evaluation system for effective performance evaluation, to provide effective suggestions and references for the reform and development of Chinas social security system, efforts to improve the financing mechanism to improve the level of medical care, cooperation, and improve the management system, improve the cooperative medical operation level to increase investment, improve grassroots medical and health
