This preference would contain price preference within increase of 10%.”Article 21, Royal Decree 1/79 on foreign capital investment requires that “preference shall be given when purchasing for the government, to local products which conform with the provisions of this law, provided that such local products satisfy the standard specifications in terms of excellence and quality, also including a price preference in the region
