 行政问责中的追责主体研究 行政问责中的追责主体研究 摘要 在我国现行政治体制格局中，促进行政过程科学化、正规化的最有力保障就是科学 建构及有效实施所制定的行政问责制度。而在制度的建构与运行过程中，面对追责主体 的多元与复杂化，使得追究效果的实现受到影响。因而，结合政治实际，合理界定追责 主体范畴，将其分定为行政追责主体与行政追责的民主参与主体，同时根据行政体系的 内外结构及追责事件的性质作出具体分类。通过划清理论的分歧与具体实践操作过程中 现实环境的迥异，准确掌握了解各追责主体间的现实性内涵，对行政问责过程的完善具 有决定性意义。在实际运作过程中，由于制度本身的问题以及多元主体内涵多样化和权 力边界不清，而导致问责不到位的情况存在着。因此，如何从行政问责的视角尤其是深 化追责主体的角度对其进行逆向探索、综合分析，在目前社会政治实践中显得尤为重要。 关键词： 行政问责 追责主体 主体范围 I  行政问责中的追责主体研究 Research on the Subject of Responsibility in Administrative Accountability Abstract Based on the China’s currently political system, the most powerful guarantee ways to promote the process of the administration behaviors being scientific and normalized are to structure the system of the public administrative accountable scientifically and implement it effectively that had be made. However, in the process of operating the system, the realization result accountability is affected by facing of the diversity and complication of the accountability subjects. Therefore, based on the political practice, then defining the scopes of the subjects of accountability reasonably, it can divide them into the subject of the administrative accountability and the democratic participation subject of the administrative accountability. What’s more, realized the differences between the public administration theory and practice making clear the differences of the real social environment in the process of the concrete practice operation. Besides, correctly understanding the realistic intension of the every subject of administrative accountability which have the significance on the perfection.
