The two forms are structurally interchangeable, but semantically only one form is possible in a specific context. II. 主动和被动句的转换 转换规则（239） 词组动词的被动态（243） 不能用被动句的情况： Jack has a house in the city. Our classroom holds about 120 people. You should help each other. He said he hated himself. The plane will soon take off. III.两种被动句型的转换 People believe that he is ill. → It is believed that he is ill. (I) → He is believed to be ill.
