The Green Trade Barrier 1.1 The Concept of Green Trade Barrier Green trade barrier, also known as environment barrier, is a set of rules, policies and regulations used to restrict and even ban certain export –and-import trade directly or indirectly in order to protect the ecological environment, natural resources and keep healthy of human being, animals and vegetation. 1. 2 The Origin of Green Trade Barrier The green trade barrier, a kind of non-tariff trade measure, originates from late 1980s. It began to develop in the 1990s and is becoming more and more popular since 1999. With the rapid development of the global economy and the degradation of ecological environment, developed countries have carried out the green trade barrier aiming at environmental and trade protection. The origin of green trade barrier is not by accident at all. Many conditions and factors have contributed to its origin and development. The following are some main reasons. With the society developing and living standard increasing, people are aware of the importance of health and safety of daily commodities. In developed countries, consumers’ green values have been formed and show their demands and preferences towards green products. As environmental awareness increases, the view of sustainable development is being accepted by more and more people. It’s appealed that the production and processing of products in international trade should not be done by destroying or sacrificing the environment. Traditional trade barriers, such as tariff, licensing, quota etc. are increasingly condemned and are easily revenged. So it can provide more space for the development of the green trade barrier. The rapid development of modern science and technology provide more conditions and opportunities for the formation and expansion of the green trade barrier.
