ECHO WEB FUNCTIONAL SPECIFICATIONS OVERVIEW The ECHO (Electronic clearing House Operation) System is an automated personal computer application to allow processing of payments to FTAs grantees. This service is provided as a replacement for the TFCS-LOC (Treasury Financial Communication System - Letter of Credit) that was phased out by Treasury on December 31, 1990. The ECHO system consists of three main processing modules: Front-End Processing (FEP) module - Payment requests are transmitted to the TBP bulletin board via PC communications. This function is supported by electronic bulletin board software that performs password validation, assigns sequence numbers and edits/formats payment information. The data is batched for further processing through the Project Detail Processor (PDP). Project Detail Processing (PDP) module - Batched payment requests and/or user-entered payment data are transferred to the ECHOS file server via the TBP ECHO network. This function is supported by R:BASE software that performs validation, edits, acceptance/ rejection and updates against the database. The payment data is formatted and batched for further processing through the Back-End Processor. Back-End Processing (BEP) module - Project payments which have been scheduled for payment via ACH are formatted to the Treasury record layout for creation of a disk file. This function is supported by software that writes the file to a 3-? floppy diskette and produces printouts for verification. The payment file is uploaded to the Treasury Electronic Certification System (ECS) workstation for transmission to the grantee’s financial institution via the Federal Reserve Bank. FRONT-END PROCESS The Front-end process is being replaced by a web-based application that can be accessed via Internet connectivity. Thereby eliminating the need for maintaining communications software and a rotary data line number provided by TBP. The interface between the FEP and the PDP will be accomplished via FT
