PAGE \* MERGEFORMAT7 城市水生态文明建设水平综合评价 摘要：传统的人水关系和水资源利用方式难以有效促进人类社会的可持续发展以及物质精神财富的累积，践行水生态文明理念成为转变发展方式的必然选择。城市水生态文明建设是一个多子系统建设的复合过程，客观、科学的评估对于决策、行动有着重要的意义。本文基于协同学理论构建城市水生态文明建设协调度评价模型，建立包含水安全、水生态、水供用、水管理、水文化及水景观五大子系统的“五位一体”评价指标体系，利用改进模糊层次分析法计算各指标权重。以马鞍山市为例进行城市水生态文明建设水平综合评价，结果表明，该评价指标体系结构清晰、指标权重计算简单，协调度评价模型操作便利、评价全面。马鞍山市2013年城市水生态文明建设完成度为81.1%，处于中度协调状态。 关键词：水生态文明，指标体系，协调度，模糊层次分析法，评价。 中图分类号：TV+X171.4 A comprehensive evaluation on construction level of city aquatic ecological civilization Abstract：the traditional man-water relationship and method of aquatic utilization are difficult to promote the sustainable development of human society and the accumulation of the material and spiritual wealth, it’s the inevitable choice to transform the development mode which guided by aquatic ecological civilization idea. There is an important significance for decision-making and action-taking by evaluating the construction process of city’s aquatic ecological civilization objectively and scientific, which is acted as a compound system. This study builds up coordination evaluation model based on synergetic theory, establishes “five one” evaluation index system, which includes water security, water ecology, water supply, water management, water culture and view, uses the fuzzy analytic hierarchy process to calculate the weight of each index, and applies the Maan Shan city’s aquatic ecological civilization construction as an example to quantitatively evaluated. The result shows that the index system has a clear structure and a simple index weight calculation method, it’s convenient and comprehensive for the coordination evaluation model’s operation and evaluation. The completeness of Maan Shan city’s aquatic ecological civilization construction is 81.1% in 2013. it???s in the moderate coordination stage.
