浅谈土建施工成本管理途径 　　摘要：在市场经济条件下，面对当前竞争日趋激烈的建筑市场，如何强化和完善成本控制，不断提高施工企业管理水平，从而节约成本，实现企业经济效益最大化，是所有土建工程施工企业的共同目标。然而，目前部分施工企业仍然没有充分意识到成本控制的重要性，未将成本控制工作落到实处，致使工程项目成本居高不下，企业利润低下，削弱了施工企业的竞争力，无法实现企业利润最大化。为此，施工企业不断强化和完善成本控制势在必行。本文首先归纳了当前土建施工成本管理中存在的问题，然后说明了成本管理应遵循的原则，最后从六大方面详细探讨了土建施工成本管理的途径。 　　关键词：土建施工；成本管理；成本核算；材料费；变更 　　Abstract: under the condition of market economy, facing the current increasingly fierce competition in construction market, how to strengthen and improve the cost control and continuously improve the construction enterprise management level, thus saving cost, maximizing economic benefit of enterprise, is the common goal of all of the civil engineering construction enterprises. Currently part of the construction enterprises, however, are still not fully aware of the importance of cost control, not to implement the cost control work, the engineering project cost is high and low corporate profits, weaken the competitiveness of construction enterprises, to maximize corporate profits. To this end, constantly strengthen and improve the construction enterprise cost control is imperative. At first, this paper summarizes the problems existing in the current civil engineering construction cost management, and then illustrates the should follow the principle of cost management, and finally from the six aspects of civil engineering construction cost management is discussed in detail. 　　Key words: civil engineering construction; Cost management; Cost accounting; Cost of raw materials; change 　　中图分类号：F406.72文献标识码：A文章编号：2095-2104(2013) 　　 　　当前土建施工成本管理中存在的问题 　　 （一）成本控制意识薄弱 　　土建施工人员没有认识到项目成本控制需要全员的参与，成本控制意识薄弱。例如，土建施工项目施工过程中，项目经理往往关注项目的保质、保量及按期完成施工任务的问题以及资金是否到位的问题，对于项目成本的控制则认为是成本控制主管或财务部门的责任；技术人员则认为自己的任务是解决施工难题，保证技术的有效利用和工程质量；而项目的实际施工人员则关注项目的施工及工程进度；从表面上看，整个项目的施工分工明确、各司其职，但实际上并未将成本控制的目标分解到项目过程中的相关人员，缺少成本控制的责任，违背了项目成本控制的全员性原则。在没有成本目标的约束下，个人在项目施工过程中往往具有盲目性，缺乏主动成本控制意识，从而造成项目成本管理的无序、矛盾，使项目成本控制失效。 　　 （二）成本控制机制不完善 　　完善的成本控制机制是各个企业有效实施成本管理控制的前提条件和基础，但是就目前来看，不少土建施工企业虽然逐渐建立了企业成
