IBM hopes that the smart city construction can guide the cities in the world and help IBM get more economic benefit. When more and more serious urban diseases such as: population expansion, resource shortage, serious environmental pollution, traffic congestion and increasing public safety hazards, etc. make the governments and people helpless, the smart city ideas which based on the new generation of information technology bring a new urban life expectation for the1governments and people. It is with this expectation of the city’s sustainable and healthy development that the smart city ideas eventually are accepted by the governments and the people. The smart city construction booms in the worldThe construction of 90 pilot smart cities marks that Chinese smart city construction has been officially launched. The information technology of China is weak. If there is no scientific theoretical guidance, it is hard to avoid detours and going astray for so large and complex project of constructing smart city, and the consequences will be unimaginable. For this reason, the smart cities construction is in urgent need of theoretical guidance and attention. This dissertation is written according to thought route of clearing the theoretical basis, exploring the practical problem, and researching the solution ideas.
