摘 要 价格是以货币形式表现的商品价值，价格随着商品生产和商品交换而产生的一个历史范畴，价格的形成也随着商品经济条件的变化而改变。商品价值规律是商品经济的一般规律，是社会必要劳动时间决定商品价值量的规律，价值规律要求商品交换必须以等量价值为基础。工程造价管理的目的是按照经济规律的要求，根据市场经济的发展形势，利用科学管理和先进管理手段，合理的确定造价和有效地控制造价，以提高投资效益和建筑企业经营效果。加强工程造价的全过程动态管理，强化工程造价的约束机制，维护有关方面的经济利益，规范价格行为，促进微观效益和宏观效益的统一  ABSTRACT Prices of goods with monetary form with commodity production value，the price of the Commodity Exchange and produce with a historical category，with commodity price formation also changing economic conditions. Commodity law of value is the general rule of commodity economy，the society is necessary labor time decided law， commodity value law requirements with equal value must be Commodity Exchange basis.The purpose of architectural engineering cost management in accordance with the requirements of economic law is，according to the development of market economy situation，using scientific management and advanced management method，the determination of reasonable cost and effectively control cost，in order to improve the benefit of investment and construction enterprise operation effect.
