中国快递业制度变迁中的成本驱动分析 赵春明 殷 彪 （北京师范大学经济与工商管理学院） 摘要：本文的研究对象是中国快递业制度变迁，在制度经济学的分析框架中引入产业组织理论的思想，构建模型分析了中国快递业制度变迁的关键性解释变量，并在非纵向一体化模型的基础上引入新的变量解释了入世后中国快递业市场呈现“三足鼎立”新格局的原因。本文通过证明逻辑上依次展开的四个命题，给中国快递业制度变迁过程予以理论解释，并且通过相关的数据和案例对理论模型进行印证。最后，本文得出结论认为在中国快递业制度变迁和市场化进程的过程中，除了WTO营造公平竞争的市场环境外，成本驱动成为制度变迁的主要因素，以此提高了非国有企业和国有企业增长率之间的差距。因此WTO为中国快递业市场制度变迁提供外部保障，而成本驱动为增强市场开放的内生动力提供支持。 关键词：WTO 中国快递业 制度变迁 成本驱动 Cost-driven In Institutional Change Of Express Delivery Service Industry In China Abstract: The main object of this paper is the institutional change of express delivery service industry in China. In the framework of the institutional economics, we introduce the theory of industrial organization thinking of building a model of Chinas express delivery service industry institutional change to analyze the key variables. On the introduction of new variables in non-vertically integrated model to explain the tripartite confrontation of the post-WTO Chinas express delivery market. Then on the four propositions were launched, we explain the process of Chinas express delivery industry and use the relevant data and case study to confirm these theoretical models. Finally, the paper concludes that in the course of Chinas express delivery industry institutional change and the market system changes process, in addition to WTO creating a fair competitive market environment, cost-driven changes in the system as the main factors to raise the growth rates gap between non-state-owned enterprises and state-owned enterprises. Therefore, WTO provides Chinas express delivery market system changes for external security, meanwhile, cost-driven provides support to enhance endogenous power for opening up the market.
