How the new venture to obtain the legitimacy for its growth? Legalization enterprise growth theory considers that organizational legitimacy is the necessary resources to gain other resources, is the key factor affecting the new ventures growth. The new venture must get the legalization of stakeholders support. To some extent, process of the new venture resources integration is just the process of the entrepreneurs to pass legitimacy to stakeholders through social networks. Therefore, the new ventures survival and growth will depend on increasing the legitimacy, whose source is through the new venture network. Based on Chinas economic transition, Chinas economic system reforms and perfects in constantly, but the government still has great control over the project approval and resource allocation, the government plays a key role for growth of the new venture. At the same time, establishing a good relationship with customers can help enterprises to get good quality resources, good service and higher efficiency resources supply and a good relationship with investors can more easily obtain funds to support the growth of the enterprise, producepositive effect，so, the research will be more practical significant.
