美、加多民族国家基础教育发展研究——基于教育均衡的视角中文摘要一直以来，美国的基础教育都在追求均衡化的道路上前进着，美国的民族成分较多，黑人、移民、印第安人等都为争取教育权而斗争过。加拿大作为移民国家，民族构成较为复杂，在基础教育的发展上主要体现了多元融合的特点。影响美国和加拿大基础教育均衡发展的因素很多，两国都有其共同的特征，如民权运动、工业革命、经济全球化、多元文化思想等，两国都存在过种族隔离这一阻碍基础教育公平发展的因素。美国和加拿大联邦为了促进各民族基础教育的发展采取了很多有力措施，不断加强相关法律的制定与实施，在教育经费的投入上都建立了有效地财政转移支付制度，不同的是美国更注重对各州分配的均衡，而加拿大更注重各省对经费的有效控制，建立了严格的分配标准。在双语教育上，两国都注重师资队伍的质量，开展各种培训和福利制度，而且注重双语教师的培养，但所采取的方式却不尽相同。在信息建设上，两国都注重信息技术在教育中的作用，但美国更倾向于资源信息库的建设，而加拿大更注重利用网络进行教学传播和评估。美国和加拿大作为民族国家，其基础教育在发展过程中必然会遇到与我国基础教育发展相类似的困难，研究这两个国家在基础教育发展中所采取的均衡措施，能够为我国基础教育的发展提供有益的借鉴。关键词：民族国家，基础教育，教育均衡IIIAbstractAlllong,Americanbasiceducationisgoingforwardinpursuingequalization.TheethniccompositionoftheUnitedStatesiscomplex,includingblacks,immigrantsandIndians.Theyhadfoughtfortherighttoeducation.Asanationofimmigrants,Canada’ethniccompositionisalsocomplex,thusrefletsamalgamationinthedevelopmentofbasiceducation.FactorsaffecttheequalizationofbasiceducationinAmericaandCanadaaremany.Bothnationssharethesamecharacterastics,suchasthecivilrightsmovement,theindustrialrevolution,economicglobalization,multiculturalideologyandsoon.Bothcountriesexistedapartheid,whichhadhinderdethefairdevelopmentofbasiceducation.Inordertopromotethedevelopmentofbasiceducation,theUnitedStatesandtheCanadanfederalhadtakenmanyeffectivemeasures,suchasestablishedfinancialtransferpaymentsystemintheinvestmentofeducationfunding.TheonlydifferenceliesinthattheUnitedStatespaymoreattentiontotheequalofdistribution,whileCanadapaymoreattentiontotheeffectivecontrolofthefunds,whichevenestablishastrictallocationcriteria.Astobilingualeducation,bothnationsfocusonthequalityoftheteachersandthetrainingoftheteachers,thusconductavarietyoftrainingandwelfaresystems.Butthewaytheyhavetakendifferent.Ontheconstructionofinformation,bothcountrieshavefocusedontheroleofinformationtechnologyineducation.ButtheUnitedStatesaremorelikelytobuildaresourcerepository,yetCanadapaymoreattentiontousingtheinternetforteachingcommunicationandevaluation.Asnation-states,UnitedStatesandCanada’basice
