摘要摘要我国去年颁布的《国家中长期教育改革和发展规划纲要（2010—2020年）》明确提出：教育大计，教师为本。有好的教师，才有好的教育。严格教师资质，提升教师素质，努力造就一支高素质专业化教师队伍。以农村教师为重点，提高中小学教师队伍整体素质。创新和完善农村教师补充机制，及时为农村基础教育注入新鲜血液，进一步促进城乡教育公平。本论文首先运用需要层次理论、教师专业化理论以及教育资源配置理论对河北省行唐县农村中小学教师们做了大量的调查工作。在此基础之上综合使用问卷调查法、访谈调查法和文献分析法，总体上把握农村教师资源配置状况；其次对行唐县农村中小学教师整体状况进行了调查分析；再次针对行唐县教师资源配置的三种典型政策进行深入剖析；最后在调查和分析结果的基础之上，结合我国国企改革的买断工龄和内退的措施，对农村“代课教师”实施合理清退，进而提出关于贫困地区农村中小学教师资源优化配置的建议。关键词教师资源配置农村教师贫困地区基础教育AbstractAbstractLastyear,ChinapromulgatedtheNationallong-termeducationalreformandDevelopmentPlan(2010-2020)”,whichsaidclearly:intheeducationaldevelopmentofnation,teachersarethemostimportantbasic.Theexcellentteacherscancreatethebesteducation.Weshouldbestrictwithteacherqualifications,improveteacherquality,andthenstrivetocreatehigh-qualityprofessionalteachers.Focusingonruralteachers,improvetheoverallqualityofprimaryandsecondaryschoolteachers.Innovateandimprovemechanismsforruralteacherssoastoinjectfreshbloodfortheruralbasiceducationintime,whichwillpromotetheurbanandruraleducationfair.Thethesisfirstly,uses“needmotivationtheory”，“teachersprofessionaltheory”and“Educationresourcesdispositiontheory”inXingtangCounty，Hebeiprovince，anddidalotofinvestigationworkinruralprimaryandsecondaryschool.Basedontheresultsofinvestigationandanalysis,employstheintegratedmethodofquestionnaires,interviews,surveyandliteraturereviewinordertograsptheallocationofruralteachers’resourcesoverall;secondly,itinvestigatesandanalyzestheoverallsituationofruralteachersinXingtang;thirdly,ithasadeepanalysisforthethreetypicalpoliciesoftheallocationofteachers’resourcesinXingtang;finally,theresultsoftheinvestigationandanalysisofthebasisofstate-ownedenterprisesreforminourcountrybuyoutsandearlyretirementmeasures,theruralsubstituteteachersimplementareasonablelayoff,andthentheauthorputsforwardoptimizationallocationsuggestionabouttheruralprimaryandsecondaryschoolteachersresourcesinpoorareas.Keywords：allocationofteachers’resources;ruralteachers;impoverishedareas;basiceducation第1章绪论第1章绪论1.1选题原因《国家中长期教育改革和发展规划纲
