摘 摘 要 I I 摘 要 信息技术是利用科学方法对经营管理信息进行收集、储存、加工和处理，并 辅助决策的技术的总称。随着我国加入 WTO 步伐的加快，全球化和信息化趋势日 渐明显。作为我国传统支柱产业的工程项目管理将面临巨大的挑战，如何提高信 息技术在项目管理中的应用水平，已成为迫切需要解决的重要问题。 本课题以“利用世界银行贷款三台县世行贷款项目”为背景，通过分析国内 工程项目特点和管理方式，以及目前三台县国内工程项目管理现状，阐述了建立 三台县工程项目管理信息系统的必要性。并结合世行贷款项目特点及国内世行贷 款工程项目管理流程，从系统用户，系统功能以及系统安全性等角度详细分析了 系统需求。 论文采用企业系统规划（Business System Planning , BSP）分析设计方法，以 ER 图、流程图等方式详细分析了系统业务流程和数据流程，设计并实现了三台县 世行贷款项目管理信息系统。根据系统需求及应用现场，本系统采用 B/S 结构开 发模式，以 GeoServer 作为系统开发工具，采用 Java 作为编程语言，SQL Server2005 作为系统开发数据库，开发实现了系统主要功能。 在论文的最后，作者对三台县世行贷款项目的实现进行了总结，分析了不足， 并提出了下一步研究方向。本系统的设计开发，是信息技术与工程项目管理的有 机结合，有利于提高三台县世行贷款工程项目的管理水平，对三台县工程项目建 设意义深远。 关键词：世行贷款，B/S 结构，BSP, 项目管理信息系统 Abs Abstract II II Abstract Information technology is defined as union of using the scientific technology of operation and management of information to collect, store, process, and handle for decision support. With the accelerated pace of chinas accession to WTO, the trend of globalization and information is becoming increasingly obvious. As a pillar industry of China, the traditional project management will be faced with enormous challenges, and the question of how to improve the application level of information technology in project management has already become an important issue which needs to be addressed urgently. Taking the SanTai county’s project with loans from World Bank as the background, this paper elaborates the necessity of establishing project management information system for SanTai county by analyzing the characteristics and management methods of domestic construction projects and the current status of domestic construction project management in SanTai county. Combined with the features of the World Bank-loaned projects and the management process of domestic World Bank-loaned projects, it also analyzes the system requirements in the aspects of user, functions and security of the system.
