ABSTRACTRegionaldevelopmentstrategyreferstotheoverall,long-termandkeyplanninganddecision-makingofeconomyandsocialdevelopmentincertainregion.Amongthevariouselementsaffectingtheregionalandsocialdevelopment,talenttakesabasic,strategicandleadpart.LocatedinthecenterofBeijing,Tianjin,TangshanandChengde,JiCountyisthe“GreenCentre”withuniqueregionalandnaturaladvantages.Realizingtalent-supporteffortbyusingtalentcapitalisessentialforJiCountytocarryoutitsscientificdevelopment,surpassingdevelopment,greendevelopmentandshareddevelopment.Basedonthetheoriesoftalentandeconomicdevelopment,thispapercomprehensivelyemploystheresearchachievementsofEconomics,Humanresourcesandmanagement,etc.,combinesnormativeandempiricalanalysis,internationalanddomesticanalysis,qualitativejudgmentandquantitativeanalysis,analyzestheindustrialandtalentstructureofJiCounty,andthenfindsouttherulehowtalentdevelopmentimproveseconomicdevelopment.Accordingtotheaboveelement,thispaperunitestheeconomic,social,regionalandculturalcharactersofJiCounrytodesignatalent-supportsysteminthetheimplementofregionaldevelopmentstrategy.BytheconclusionandmatchinganalysisofthebasictalentsituationanddemandofindustrialdevelopmentinJiCounty,thispaperproposesaseriesofmeasuresinvolvingstrengtheningtheleadershipstructureofPartysupervisingtalent,focusingontrainingexistingtalents,intensifyingtalentintroduction,completingtheconfigurationsystemoftalentflow,innovatingusingtalentmechanism,andcreatinggoodpolicyenvironmentonthepurposeofbuildingstrongtalentteams,promotingthetransformationandupgradingofcountyeconomy,acceleratingtheprocessofnewindustrializationandurbanization,andboostingthesoundandrapideconomicgrowthofJiCounty.KEYWORDS：“JiCounty”,“regionaldevelopment”,“talentsupport”目录第一章绪论................................................................................................................11.1研究背景........................................................................................................11.2研究意义..................................
