I II 摘 要 水电是重要的可再生资源，流域水电的开发对经济社会的发展起到了明显的带 动作用。随着水电事业的迅速发展，水电梯级开发对流域生态环境的影响也受到了 越来越多的关注。如何协调水能资源开发利用与生态环境保护的关系，做到人与自 然和谐共处，是水电站梯级开发必须考虑的问题。 论文第一部分对国内外水电站梯级开发状况、水电梯级开发特点、生态环境影 响、生态环境影响评价的研究进展进行回顾和梳理，提出将“水电站梯级开发陆生 生态环境影响评价研究”作为毕业论文的研究课题的原因，明确了此次选题研究的 意义、目的。 论文第二部分明确生态学的基本概念，对相关基础理论进行介绍，同时对本文 所用到的主要评价方法进行了详细的介绍。 论文第三部分结合《甘肃省洮河干流古城以上河段水电补充规划报告》，对洮河 干流（卓尼～临潭段）水电站梯级开发陆生生态环境影响评价进行研究。首先概要 介绍评价流域概况和洮河干流（卓尼～临潭段）梯级水能规划的主要内容，其次在 对陆生环境影响进行识别的基础上运用相关评价方法对水电站梯级开发陆生生态环 境影响现状、预测两方面进行评价，最后根据评价结果针对性提出环境保护措施。 最后部分对此次梯级水能开发评价结果进行总结，并提出相关建议，指出本文 研究存在的不足。 论文的研究意义在于：在水电梯级开发陆生生态环境影响评价的研究中，总结 了我国水电梯级开发陆生生态环境影响评价理论和方法；对水电梯级开发实施后运 行期内流域生态系统结构和功能的变化进行了分析；形成了一套相对完整的评价理 论、技术、方法与标准体系，并进行定量或定性的生态环境影响评价，有关研究成 果对同类水电站梯级开发陆生生态环境影响评价有一定的借鉴意义，对研究水电站 梯级开发具有一定的指导作用。 关键词：水电站梯级开发 生态环境 陆生生态环境影响评价 评价方法 洮河 PAGE PAGE IV Abstract Hydropower is significant renewable resources，basin hydropower development was driving effect for economic and social development. Along with the rapid development of hydropower cause,watershed ecological environment of hydropower cascade development received more and more attention. The Must-be Issues under EcoHomes of hydropower station cascade development was the coordination of protection of ecological environment and water power development and utilization. The first part of the thesis was firstly review of hydropower station cascade development at home and abroad, features of hydroelectric cascade development, eco-environment impact, progress of eco-environment impact assessment, then giving reasons for choosing “terrestrial eco-environment impact assessment of casc- ade hydropower development” as the research subject and expliciting the significa- nce and purpose of it. The section part of the thesis expliciting ecological basic concepts,introducing correlation basic theory of it,then introducing primary evaluation methodology in the thesis in detail.
