I I PAGE PAGE IV 中文摘要 论文题目：山西省县级政府体育公共服务能力及其影响因素的研 究 专 业：体育教育训练学 硕 士 生：陈晓静 签名： 指导教师：郑 旗 侯介华 签名： 摘 要 县级政府作为我国的基层政府，是政府公共服务职能的落实者。县级政府体育公 共服务能力作为政府公共服务能力的重要内容之一，是构建服务型政府的必然要求； 是服务型政府竞争力的核心要素；是政府执政能力的重要体现；是政府绩效评价的重 要内容。 县级政府在我国的现代化进程中起着关键性的作用，县级政府体育公共服务能力 是县级政府公共服务能力的一项重要内容。本研究以山西省县级政府体育公共服务能 力为研究对象，采用文献资料法、访谈法、特尔菲法、问卷调查法、数理统计法等科 研方法进行研究，研究中运用 IBM SPSS Statistics 20 和 IBM SPSS AMOS 20 软件对 山西省县级政府体育公共服务能力数据进行分析处理。旨在通过研究山西省县级政府 体育公共服务能力，实现服务型政府的转变，为进一步推动山西省城乡一体化体育公 共服务体系建设和发展提供参考。 研究表明，山西省县级政府体育公共服务能力包含体育公共服务规划能力、体育 公共服务健身场地供给能力、体育公共服务经费筹措能力、体育公共服务组织实施能 力等 4 个维度，共 12 个测量指标。构成体育公共服务能力的各要素之间，往往存在 着一定的内在联系，起着相互促进、相互影响的作用。各要素均影响体育公共服务水 平的提高，提升山西省县级政府体育公共服务能力的同时，还应当力求全面提升各能 力。影响山西省县级政府体育公共服务能力的因素包含政策支持、经济状况与人力资 源、文化观念等 3 个维度，共 12 个测量指标。各影响因素之间存在必然性联系，这 山西师范大学学位论 山西师范大学学位论文 些联系以不同的方式表现出来，在研究县级政府体育公共服务能力影响因素时，要特 别注意各因素内涵的发展情况。提升山西省县级政府体育公共服务能力应充分考虑影 响因素发挥的作用。本研究通过体育公共服务能力及其影响因素变量建构关系模型， 利用调研数据结果验证了研究的假设，证实各影响因素都不同程度的影响着体育公共 服务能力，与体育公共服务能力强弱呈正向相关。 【关键词】县级政府 体育公共服务能力 影响因素 【论文类型】应用型 I III PAGE PAGE IV 英文摘要 Title: The Study of the Ability of County-level Government’s Sports Public Service in Shanxi Province and its influencing factors Major: Physical Education and Training Name: Chen Xiaojing Signature: Supervisor: Zheng Qi Hou Jiehua Signature: Abstract As the fundamental government, county-level government put the public service functions of government into practice.
