AbstractTheissuesofEconomy,society,resourcesandenvironmentarethehotissuesforthecountriesintheworld.Withtheacceleratedprocessofindustrializationandurbanization,ignoringanumberofnon-renewableresourcesandfocusingonlyonimmediatebenefit,humanbeingsblindlydevelopandgratuitouslyusenaturalresourcesintheprocessofeconomicdevelopment,leadingtoexcessiveconsumptionofresourcesandshortage．Aseriesofenvironmentalproblemsresultedinseriousblocktoeconomicdevelopment,improvingthepeopleslivingstandardsandquality.Thesimplepursuitofeconomicgrowth,andthetraditionaldevelopmentmodelpollutionfirst,treatmentlater,hadnolongermeetthedevelopmentrequirementsforcurrentandfuture.Therefore,howtomakethedevelopmentofeconomic,society,resource,environmentcoordinatedhasbecomeanextremelyimportantresearchtopic.WiththeIndexSystemprinciples,combiningwiththeactualsituationofShanghai，asetofIndexSystemofShanghaicharacterizingeconomic，social，resourceandenvironmentalcompositesystemwasselected．Theindexsystemincludedsystemlayer,rulelayerandindicatorslayer,inwhichsocialsubsystemcontainedfiveindicators,economicsubsystemcontainedsevenindicators,resourcesubsystemcontainedfourindicators，andenvironmentalsubsystemscontainedeightindicators，atotaloftwentyfourindicators.TheanalysisofSPSSbasedonthedataofShanghaiin1999-2009showsthatthecompoundsystemwasfairinacoordinateddevelopmentstatewithitscoordinationlevel.Butcoordinationdevelopment1evelbetweensystemsstillneedstobeimprovedandtheconflictamongeconomy,environmentandresourcewasveryoutstanding.Thesystemsofeconomyandenvironmentwasinpoorcoordination，sogoingcirculareconomyroute，usingcleanenergyanddevelopinglowcarboneconomyisthekeytosolvetheproblem.Coordinationbetweensystemsofresourcesandenvironmentwasalsopoor．Itshouldstrengthenraisingresourceutilizationrateanddevelopingnewenergyindustry．industry．Developmentsituationofsocialandeconomicsystemswasoutstanding.Weshouldgoroadofsustainabledevelopment．Inaddition,IusedthegreymodelofGM(1,1)toforecasttheconditionsofcoordinateddevelopmentofecono
