PAGE PAGE VI 摘要 “十二五”时期是我国经济转型的关键时期，善于把握经济转型趋势的企业才能够取得让 人惊奇的业绩，才能可能成长为伟大的企业。积极实施转型发展成为我国中小企业迎接机遇、 应对挑战、顺应经济发展趋势的必然选择。2009 年《中国百位企业 CEO 调查报告》显示， 93%的 CEO 认为企业必须转型升级，49%的 CEO 已经开始着手带领企业转型，这表明转型 升级已经成为我国企业发展的重大趋势。 本文首先对有关企业转型的相关研究成果进行综述，然后对当前山西中小企业转型发展 过程中存在的问题和机遇进行分析，复杂的国际环境给中小企业带来七大机遇：融资方式多 样化，人口城镇化，发展低碳化，产业高端化，企业信息化，经济服务化和经营国际化，同 时，山西中小企业的转型发展面临着困境表现在三个方面：第一，政策环境产生的转型障碍； 第二，社会环境造成的转型发展约束；第三，企业自身短板造成的转型困难。接着构建影响 企业转型发展的因素体系，通过问卷调查的方法，采用实证分析，提炼归纳影响山西企业转 型发展的关键因素：政策环境因素对企业转型发展具有积极推动作用；行业发展状况影响着 企业转型发展的方向；中小企业要实施转型升级必须有企业家的指导和强大的人力资源，中 小企业转型发展就是通过技术积累不断提高技术密集程度和技术水平的过程。这个过程中人 力资源因素的推动作用也比较显著；研发能力在企业转型发展过程中是最为主要的推动力量。 最后，在提炼归纳关键因素的基础上，提出了具体措施：第一，转变政府职能；第二，调整 产业结构；第三，塑造企业家精神；第四，加强人才队伍建设；第五，提升自主创新能力。 理论上讲，本文对影响企业转型发展的因素进行了系统的研究，扩展了影响企业转型因 素的研究框架。实践中，为山西中小企业的转型发展提供依据，指导山西中小企业的转型发 展，提高其转型的成功率，并为其他省份企业的转型发展提供参考。 【关键词】中小企业；转型发展；关键因素；转型对策 Abstract The 12th Five-Year Plan Period is the key period of Chinese economic transition. If they are good at grasping the trend of enterprise, they can get amazing performance, and may be into great enterprise. Actively implement the transformation has become the inevitable choice for Chinese minor enterprises, in order to meet the opportunities and challenges, conform the trend of the economic development. In 2009, “The Survey Report on the Chinese One Hundred CEO”shows that 93% of CEO said enterprise must upgrade and 49% of the CEO has begun leading enterprise transformation. It shows that the transformation has become a major trend for business enterprise development. Firstly, the article reviews the research results relate on enterprise transformation, and then analyzing the problems and opportunities that exist in the transformational process on minor enterprises of Shanxi, Complex international environment brought seven opportunities to small and medium-sized enterprises: the financing mode diversification, population urbanization, development of low carbon, high-end industry, enterprise information and the internationalization of
