摘要摘要国民经济和社会信息化水平的高低，成为衡量一个国家综合国力的重要标志，而在国民经济和社会信息化过程中，由于政府在国家信息化中的主导地位和特殊角色，以及政府管理对信息的广泛依赖，使政府信息化始终处在关键和核心的位置。上海市南汇区OA办公系统就是在这种环境下应运而生的。建设单位内部的OA办公系统，使各部门计算机化、网络化，加快信息流通与信息的有效利用，提高政府的行政、服务和管理效率，OA办公自动化在政府工作中的应用具有非常重大的意义。本文首先在对OA办公系统的现状进行了总结、分析与研究，提出了建设政府OA办公系统的重要意义，并总结了我国同类系统的研究现状及存在的问题，分析了项目管理的思想在软件开发过程中的应用，并在此基础上提出了上海市南汇区OA办公系统的模型。在深刻了解OA办公系统发展的背景和现状后，通过对南汇区进行可行性研究，明确了开发此系统的方向和价值。该系统采用J2EE作为开发平台，采用ORACLE作为后台数据库。在数据库的设计上面，根据系统的需要，设计了角色表、用户表、权限表等；在整体的设计思路上面，整个系统划分为公文处理子系统、电子邮件子系统、个人办公子系统、督查管理子系统、行政管理子系统、档案管理子系统、会议管理子系统、信息简报子系统以及系统管理子系统模块。本文对这些子模块进行了详细设计及实现，对实现的系统进行了系统测试及试运行，其结果表明，本文实现的系统能满足南汇区政府办公的需要，提高了工作效率。关键词：OA办公系统，J2EE平台，数据库，信息化ABSTRACTABSTRACTThenationaleconomyandsocialinformatizationlevelofhighorlow,asanimportantsymbolofacountryscomprehensivenationalstrength,,whileinthenationaleconomyandsocialinformatizationprocess,duetotheGovernmentinthecountrysleadinginformationtechnologystatusandspecialrole,andgovernmentmanagementofinformationextensiverelianceonsothatgovernmentinformationisalwaysatacriticalandcoreposition.NanhuiDistrictOAofficesystemisinthisenvironmentshape.BuildinginterioroftheirflatsOAofficesystemwhichwillenabledepartmentscomputerization,networking,andacceleratetheflowofinformationandtheeffectiveuseofinformationandimprovegovernmentadministrative,serviceandmanagementefficiency,OAofficeautomationapplicationsinthegovernmentworkofverygreatsignificance.Firstly,thisarticlesummarizedthecurrentsituationoftheOAOffice,analysisandresearch,thegovernmentproposedbuildingtheimportanceofOAofficesystemandsimilarsystemsinChinasummarizedtheresearchsituationandexistingproblems,theideaofaprojectmanagementsoftwaretheapplicationdevelopmentprocess,andputsforwardtheOAOfficeNanhuiDistrict,Shanghaimodel.AfterdeeplyunderstandtheOAofficesystem’sdevelopmentbackgroundandstatus,andbyNanhuiDistricttoconductafeasibilitystudytoidentifythedevelopmentdirectionandthevalueofthissystem.ThesystemusesJ2EEasthedevelopmentplatform,usingORACLEasaback-enddatabase.Inthedesignofthedatabaseabove,accord
