As one of the first national pilot provinces and cities of carbon emission trading, Shenzhen is on an orderly way to the carbon emission trading. Therefore, the industrial industries of Shenzhen City are taken as the object of study, and it is expected to provide effective reference for the initial pricing of Shenzhen carbon emissions trading. At the same time, some variables are introduced as explanatory variables to be used to study the influencing factors of the carbon emission intensity of Shenzhen industry. Firstly, explain and discuss the externality theory, the property rights theory, and the theory of emission right, introduce the basic principles of the carbon emissions trading, take the shadow price as the basis of the pricing of carbon emissions, select the linear programming method based on the principle of Operational Research as the pricing model of the article. In the Empirical research part, based on the industrial statistics in Shenzhen from 2008 to 2010, do the descriptive analysis of energy consumption and carbon dioxide emission of Shenzhen industry, and then calculate the shadow price of carbon emission permits, as the reference to the initial pricing of carbon trading. Compare the price with the empirical outcomes of other research from home and abroad and analyze their own characteristics. The average shadow price of the overall industry, the light industries, and the heavy industries of Shenzhen form 2008 to 2010 are respectively 788.31 yuan per ton, 499.06 yuan per ton, and 941.99 yuan per ton.
