It is not only the results of national industrialization and the development of the national economy, but it is the development strategy of developing countries. Since the reform and opening policy, China’s urbanization process, especially the rapid development of urban fringe areas, which lead the economic and social development improved significantly in urban and rural areas. In Urbanization process practice, changing villages into communities （referred to CVC in this paper）is a major form which is performed by the government. CVC is not only a comprehensive project but also a special policy in the particular historical period of China. It means all agricultural population in the community changes into urban residents with no land acquisition and no resettlement employment. Meanwhile it also appears series of social problems. This paper aims to research related theories of urbanization and CVC. Basing on these theories it analyzes the practical of CVC in Shihezi and discusses the problems appearing the process of urbanization, Take Shang Liugong Village,He Pan Village and new Vi
