河北工业大学硕士学位论文 河北工业大学硕士学位论文 石家庄高新区与京津冀第三极互动机会研究 石家庄高新区与京津冀第三极互动机会研究 石家庄高新区与京津冀第三极互动机会研究 摘 要 河北省省委在七届六次会议中提出把石家庄作为京津冀第三极来培育，并决定将高新 区的发展放进冀中南经济区域发展的战略规划里。从省委、省政府的角度，在培育京津冀 第三极和实施冀中南经济区发展战略中如何更好地发挥它的引领和示范作用，已经成为省 委和省政府密切关注的问题。石家庄高新区是具有区域特色的国家级高新技术增长极，是 河北省和石家庄市的高新技术产业发展的核心园区。高新区在京津冀第三极中具有极核的 作用，因此挖掘和培养京津冀第三极与石家庄高新区的协同效应成为现阶段的重大课题。 在此背景下，研究石家庄高新区与京津冀第三极的互动机会具有重要的理论价值和实际意 义。 本文采用了文献梳理和实证研究相结合的方法，采用了灰色关联度模型，对石家庄高 新区与京津冀第三极的互动机会问题进行了研究。首先，论文从理论出发，概述了国内外 高新区与区域经济互动发展的成果，并介绍了相关的理论。其次，利用协同理论、产业价 值链、产业集聚理论等从区域、功能、产业、要素等四个层面，探讨了石家庄高新区与京 津冀第三极的互动现状。再次，运用生命周期理论分析了石家庄高新区所处的发展阶段对 于互动机会的影响；运用灰色关联度模型，从经济总量出发，分析了石家庄高新区内各产 业及生产要素的影响程度；用波特的钻石模型理论，探究了影响石家庄高新区与京津冀第 三极互动机会的因素。最后，在理论分析与实证分析的基础上，从多个方面对增强高新区 与京津冀第三极的互动效应提出了政策建议，希望通过这些政策可以推进两者之间的良性 互动。 关键词：互动机会，互动效应，区域互动，京津冀第三极 i PAGE PAGE iv iii iii Interactions between the Shijiazhuang High-tech Industrial Zone and the Beijing-Tianjin-Hebei Third Pole Project ABSTRACT It is announced in the seventh session of the sixth conference of Hebei province, that Shijiazhuang was identified to be promoted as the third leader in the Beijing-Tianjin-Hebei area (the BTJ 3rd pole project), and corresponding development strategy of the middle-south economic area is decided to be implied. Hence means to maximize Shijiazhuang’s leader effect while launching the BTJ 3rd pole project and related development strategy became the core concern of the Hebei government and its committee. The Shijiazhuang HIZ has been recognized as a typical national standard regional high-tech growth pole, and defined as a crucial area in the high-tech industry in Shijiazhuang and even the whole Hebei province. For the HIZ takes a dominate position in the BTJ 3rd pole project, investigations to stimulate interactions between the Shijiazhuang HIZ and the BTJ 3rd pole project are developing into a main research purpose to the public.
