II II 摘 要 边缘区是相邻地域间具有一定空间范围且直接受到边缘效应作用的过渡带。 随着信息产业的进一步发展和新经济时代的到来，地域单元间人流、物流、信息 流等各种“流”的流动愈来愈频繁，边缘区成为各种“流”的节点或汇聚地，边 缘效应在城镇发展空间组合中的作用将越来越重要。因此，今后的区域发展应特 别重视边缘区发展，充分发掘边缘效应。优化边缘区城镇体系已成为省际边缘区 政府合作的主要内容之一，也是提升边缘区经济竞争力的基本手段。 本文选取地跨甘肃青海两省边缘区的兰州—西宁城镇密集区作为研究对象， 通过研究该区城镇体系的协调发展问题，探讨了边缘区城镇体系的优化发展途 径。通过分析可以看出，影响边缘区城镇体系的的因素主要有：自然资源、军事 政治、宗教文化等传统因素和现代交通、信息技术、创新空间等现代因素，其中 基础设施无法共建共享和行政区经济的阻隔是影响边缘区城镇快速发展的最主 要因素。等级规模结构不完善，城镇规模普遍较小；城镇职能单一，城镇间职能 关联性弱；城镇空间分布不均，城镇交通和信息等网络空间不健全是影响兰州— 西宁城镇密集区城镇体系健康发展的主要问题。调整和优化城镇体系应着手于： 逐步形成大中小城市和小城镇协调发展、特色明显的总体发展格局；整合优势职 能，促进产业集群，加大职能结构的层次性；增强中心城市竞争力，促进县域经 济发展，提升城镇密集区综合实力；采取“两圈夹一轴”的城市空间发展战略, 即由兰州都市圈、西宁都市圈和兰州—西宁城市发展轴构成。最后从完善组织协 调机构、整合产业经济、加强生态环境保护等方面为城镇体系的优化发展提出了 保障措施。 关键词：省际边缘区 边缘效应 兰州—西宁城镇密集区 城镇体系 III III Abstract Provincial border-region refers to the edge intermediate belt. It has certain spatial scope and has been affected by edge effect directly between the neighboring provinces. With the development of information industries and the arrival of new economy, the flowing is getting more and more frequent between region units, such as removing of people, physical distribution, information flow and so on. Border-region is the node or the gathering place; the edge effect will be getting more and more important as cities develop. Therefore, the region development should pay more attention to the border-region development, excavate the edge effect fully. Optimizing border-regions of the urban system has become one of most important items among inter-provincial government cooperation, and it is also an essential instrument to promote economical competitive power. This paper takes the Lanzhou-Xining city-and-town concentrated area which crosses border-regions of Gansu and Qinghai as the research object, through analyzing coordinate development of the urban system in this area, exploring urban system optimizing development in the border-regions.
