万方数据 万方数据 石鼓区招商引资存在的问题及对策研究—以华耀城项目为例 摘 要 随着中国经济社会改革的深化与政府职能的改变，招商引资作为地 方政府快速、有效的发展模式而被广泛运用，成效显著。面对招商引资 的竞争，如何整合有限资源，发挥自身优势，以确定地方政府在招商引 资中的功能定位？地方政府在招商引资中，采取怎样有效、合理的对策， 实现招商引资跨越式的发展？通过研究和探讨这些问题，对地方经济社 会快速发展有着重要的意义。本文首先阐述了论文的研究背景、国内外 研究现状、招商引资的理论和思想。然后采用实地调研和访谈法对石鼓 区招商引资现存问题进行探讨，明确指出招商引资理念、招商引资前期 工作、招商引资产业结构等方面存在问题。并在认真研究分析石鼓区招 商引资现状的基础上，针对目前招商引资存在的一系列问题，提出了优 化石鼓区招商引资工作的一些对策。接着，论文分析了招商引资理念在 华耀城项目中的应用，说明了华耀城项目引进的思路，并对华耀城项目 成功引进进行总结，从价值导向，突出优势；转变观念，项目兴区；以 商招商，产业集群；主动招商，争商选资等方面说明了石鼓区招商引资 的成功经验。论文最后说明了本研究的主要工作、存在的不足及以后的 研究方向。本文以华耀城项目为案例，在国内招商引资项目中具有一定 的典型性，希望通过对华耀城项目的研究，能够为国内政府招商引资策 略的制定带来一定的参考。 关键词：石鼓区；招商引资；对策；华耀城项目 I Research on the Problems and Countermeasures of Attracting Investment in Shi Gu District —— A Case Study of Hua Yao City Project ABSTRACT With the deepening reform of economy and society and the change of government functions in China, attracting investment is widely used by local government as the most rapid and most effective development mode, and it also gets remarkable results. Facing the competition of attracting investment, how should local governments integrate the limited resources and play their own advantages to determinate their functional orientation in attracting investment? And what effective reasonable measures should local government take to achieve leapfrog development? Research and discussion on these issues is of great significance to the development of local economy and society. This paper first introduces research background, status at home and abroad, theory and thought of attracting investment. Then it analyzes the present problems of attracting investment in Shi Gu district through the field research and interview, clearly pointing out the problems in the attracting investment, such as its idea, previous work, industrial structure.
