特大型城市社会救助均等化研究——基于新二元结构的视角摘要社会救助均等化是满足社会成员基本生存权利和生存需求的必然要求，是实现社会公平与和谐的重要前提和基础。随着城市化和工业化进程的不断推进，大量涌入城市的“外来从业人员”因户籍障碍，被排除于城市社会救助制度之外。在城市户籍人口和无户籍的“外来从业人员”之间形成的“新二元结构”背景下，我国现行社会救助理念显然不再适应社会发展需求，以户籍为依据的补缺型、济贫型的社会救助制度面临着诸多的问题。实现社会救助均等化，要求社会救助制度的价值目标从传统的恩惠型救济转向现代权利型救济，即社会救助制度要立足于保障全体公民的基本生存权利，体现政府的责任，实现社会公平与和谐发展。论文通过对国内外大量相关资料的梳理，以上海特大型城市作为典型个案，深入分析了“新二元结构”背景下，外来从业人员社会救助现状，揭示了特大型城市社会救助制度存在的问题和成因。运用公民生存权、公共产品属性和现代政府责任等理论分析框架，论证了社会救助制度涵盖外来从业人员，社会救助资源供给均等化的必要性；通过对社会救助制度责任主体的分析，提出了把外来从业人员纳入城市社会救助的制度可行性，进而提出了社会救助均等化的实现路径，运用东方管理“三为”理论，论证了构建覆盖城市常住人口的均等化社会救助制度设计方案，提出了社会救助制度要实现动态化管理，消除“福利依赖症”，提高社会救助对象自我生存能力。论文以理论研究和对特大型城市的个案研究为基础，深入比较与广泛借鉴国外社会救助制度的经验，结合我国城市化进程中出现的“新二元结构”社会特点，运用东方管理理论、公共产品理论、公民生存权等理论分析框架，采取文献研究法、个案分析法、运筹学等研究方法，提出了特大型城市“新二元结构”背景下，社会救助制度均等化的目标路径和实践方案。关键词：新二元结构，社会救助，均等化，特大型城市，外来从业人员IRESEARCHONSOCIALASSISTANCEEQUALIZATIONOFMEGACITIES——BASEDONTHENEWDUALSTRUCTUREABSTRACTTheequalizationofsocialassistanceistheinevitablerequirementtosatisfythesocialmemberswithbasicsurvivalrightsandsurvivaldemand.Anditistheimportantpremiseandfoundationtoachievesocialjusticeandharmony.Alongwiththedevelopmentofcityandindustrialization，themassoffloatingemployeeswhohavemigratedintourbanareashavebeenexcludedfromtheurbansocialassistancebecauseofthehouseholdregistration.Underthebackgroundofnewdualstructurethathasbeenformedbetweenthecitycensusregisterpopulationandthefloatingemployeeswhoarewithouttheregisteredpermanentresidence,theconceptofcurrentsocialassistanceinChinaapparentlynolongeradaptstotherequirementsofsocialdevelopment.Theresidualandpoorsystemofsocialassistanceisfacedwithmanyproblems.Itrequiresthevaluetargetofthesystemofsocialassistancetochangefromthetraditionalgracetyperelieftothemodernrighttypereliefinordertorealizetheequalizationofsocialassistance.Thatisthesystemofsocialassistanceshouldensureallthecitizens’basicsurvivalrights,reflectthegovernmentsresponsibilityandrealizethefairnessandharmoniousdevelopmentofthesociety.Throughcombingalargenumberofdomesticandforeignrelevantmaterial,thispaper
