However, in this larger context, we can not ignore a series of problems arising with the rapid development.For example,the imbalances of regional development,the widening of the gap between rich and poor,and transfer of rural surplus labor and so on social hotspots. Under this background, the exploration and ponder of the development of the Northwest Small Cities are extremely important and urgent. The core problem of a small city is to solve the problem of the development of his blocks. Future development of our small city block should never again stop at the point only to solve a series of short-term negative phenomenon which is brought by enhancing many social and economic short-term interests. However,we should make more consideration on the premise that how to meet the basic people’s production and life to look back those cultural and spiritual connotations attached to the city. So this requires that we should start from the real needs of urban neighborhoods’development. By means of rational planning to seek a reasonable solution. Paper used a frontier research methods that compatible with the discipline. Through in-depth analysis of historical and cultural resources, the development status, the development direction of future of Dali city, we draw the typical problems faced by neighborhoods studied. We collected and analyzed the theory case that the western developed countries have studied relatively maturely. Further, we compared with local representative case and referenced them.
