摘要摘要在经历了从 2007-2009 年的世界性金融危机之后，全球的经济复苏依然缓慢，我国出口面临的形式不容乐观，加上我国面临经济结构调整及转型期，社会问题凸显。同时，河北省面临的机遇与挑战同在，比如中原经济圈，京津冀一体化发展等。在这样一个大的背景下，经济的发展显得尤为的重要，而社会保障对于促进经济的持续发展具有保驾护航的作用。因此应该充分发挥河北省社会保障促进经济发展的功能，并应坚持社会保障与经济发展相适应的原则，适时调整社会保障支出的重点，更好的促进城镇居民的消费，促进经济持续健康发展。论文实证研究说明了，居民消费的主要因素是与社会保障支出密切相关的，尤其是在居民消费中起作用比较低的社会保障因素，更是值得从社会保障制度角度进行优化。本文实证分析得出了河北省社会保障支出与城镇居民文教娱乐支出以及收入是密切相关的，其次在居民的消费支出中，主成分排序从大到小依次为，文教娱乐支出、医疗保健支出、居住支出等。优化社会保障支出是以居民消费结构中主成份为基础进行的，只有这样才能让社会保障支出适应城镇居民的消费支出结构，才能更好的发挥社会保障与经济发展适应作用，促进河北省经济的发展。总之，本文主线是以河北省城镇居民消费结构为研究对象，通过实证研究找到城镇居民消费支出对社会保障支出的影响，并从城镇居民消费支出中分析出主成分排序，通过优化社会保障支出来更好的适应城镇居民消费支出结构，达到促进居民消费水平的提升，最终实现社会保障对经济的促进作用。关键词社会保障支出居民消费支出消费结构社会保障制度 I Abstract Abstract Social security programs of Hebei have made breakthrough progress in recent years. In rural areas, the new type of rural cooperative medical care started a pilot in 2003, and in 2007 the new rural cooperative medical system has achieved full coverage. With the constant improvement of the coverage, reimbursement ratio is also rising and the scope of medical reimbursement is expanding, and so are the highest proportion of reimbursement and the reimbursement. To a large degree, it can eliminate Chinese people the risk of poverty due to illness. The new rural endowment insurance system carries out with the rural cooperative medical system at the same time in rural areas; it makes the majority of rural implementation of a sense of security and provision for old age. In town, social pension insurance for urban residents started a pilot in 2011; and Hebei Province has achieved the integration of urban and rural endowment insurance in 2012 and realized the full coverage system. By the end of 2012, Hebei province has established a basic social security system covering both urban and rural residents.
