再谈档案馆与用户在档案信息资源开发中地位作用及相互关系 　　摘 要：为回应严永官对档案信息资源开发主体的商榷意见，我们对用户、档案信息资源、档案信息资源开发与档案信息资源开发主体等概念中存在的分歧进行说明，并以对比分析的形式，阐述我们对档案信息资源开发主体的认识。认为在档案信息资源开发中档案馆及其工作人员与用户是相互协作、共同促进的关系。指出为进一步强化档案馆及其工作人员在档案信息资源开发中的基础性地位，突出用户在档案信息资源开发中的主体地位，应从四个方面加以改善：树立档案馆及其工作人员与用户是档案信息资源开发共同体的观念；结合《中华人民共和国政府信息公开条例》，健全开放档案的利用管理制度；档案信息资源的建设要坚持以社会需求为导向，为社会利用提供便利；注重档案信息资源开发平台的规模化、体系化、便利化建设。 　　关键词：档案信息资源；信息资源开发；用户；档案馆；主体地位 　　Abstract： In response to Yan Yongguans discussion on the subject of archival information resources development， we explain the differences between the users， the archives information resources， the archives information resources development and the archives information resources development main body. And in the form of comparative analysis， this paper expounds our understanding of the main body of the archival information resources development. We consider that the archives and their staff and users in the development of archives information resources are the relations of mutual cooperation and promotion.
