基于VSM小微企业联盟信息中心组织模式研究 　　[摘 要] 由于联盟成员的离散化以及信息本身的碎片化和所有权分立等，使得小微企业联盟的信息管理更为复杂，有效的组织模式是小微企业联盟进行信息管理的保障。立足于VSM的相关概述，遵循组织控制学的基本原理，以VSM为参照范式，构建了小微企业联盟信息中心组织模式，包含信息整合子系统、协调沟通子系统、信息管理和评估子系统、信息决策支持子系统和信息决策执行子系统，此模型能够帮助联盟在复杂多变的环境中生存、发展，增强联盟的信息利用率和组织运行效率，即将“环境―运作者―管理”三部分联系起来并保持平衡，从联盟管理的整?w高度去协调各种信息资源，并且通过自主管理使联盟具有动态学习能力及战略更新能力，这是联盟持续创新的源动力。 　　[关键词] 小微企业联盟；信息管理；VSM 　　[中图分类号] F276 [文献标识码] A [文章编号] 1009-6043（2018）04-0109-02 　　Abstract： Due to the discretization of members， the fragmentation of information and the separation of ownership， the information management of the small and micro enterprise alliance is more complex. The effective organization mode is the guarantee of small and micro enterprise alliance for information management. Based on the related overview of VSM and the basic principles of organizational control， the information center organization mode of small and micro enterprise alliance contains information integration subsystem， communication subsystem， information management and evaluation subsystem， information decision support subsystem and decision-making subsystem. This model can help the alliance survival and development in the complicated and changeable environment， strengthen the information utilization and the efficiency of the organization， link to three parts in terms of environment， operators and management and maintain a balance， coordinate all sorts of information resources from the overall height of alliance management， and train the dynamic learning ability and strategy updating ability by means of independent management which is the driving force of continuous innovation. 　　Key words： small and micro enterprise alliance， information management， VSM 　　企业联盟是指为达到资源优化配置和提高企业的市场应变能力的目的，通过信息网络连接在一起的异地异构的临时性组织。所连接的各个企业之间虽然不拥有彼此信息资源的所有权，但拥有彼此信息资源的使用权，通过合作突破自身的组织界限，互惠互利[1]。小微企业联盟作为一种复杂组织系统，其联盟成员间运作方式的合作化、弹性化，联盟组织的离散化，外部环境的复杂多变，以及信息本身的碎片化和所有权分立等，使得小微企业联盟的信息管理异常艰难。小微企业联盟信息中心的组织模式决定了信息的传递和分享机制、联盟内信息资源的配置和途径，传统的直线性或矩阵式组织模式，由于过于集权和协调困难等原因，很难将小微企业联盟的优势发挥
