摘要 摘要 i i 摘 要 国家现代化的发展和进步离不开城镇化建设步伐的同步运行，城镇化建设的完善 度直接影响一个国家社会文明的水平。对于中国的国情而言，国家的现代化建设能否 顺利实现与城乡一体化进程的实现有直接关系。中国社会主义特色的城镇化建设主推 以人为本的方针，以推动农民工的市民化进程和水平为重任。然而，农民工落户困难， 其强烈的融城愿望与被边缘化和被排斥的现实相矛盾，对子女教育、就业、医疗、养 老、住房等现实需求的全面快速增长与城市公共资源短缺的矛盾都成为农民工市民化 的阻碍。此外，由于制度、历史与现实的原因，农民工受到自身教育水平、传统思想、 收入水平、生活习惯等方面的制约，农民工真正能够享受到的社会保障却很少，这引 起了社会各界的广泛关注。 2005 年，济南市政府根据农民工融入城市的现状，为取得城乡统筹的实质性进 展，开展了户籍制度改革，随后逐步放开城乡户口迁移限制。2014 年山东省就业和 农民工工作联席会议办公室发布了在济青两地实行“积分入户”等差别化落户政策，将 居住、工作、缴纳社保的年限作为落户依据。虽然此项政策给想要留居济南的农民工 带来了希望，但在论文的实际调查中发现，农民工市民化进程中仍存在着落户程序较 单一、所需条件成本较高、市民化意愿不强且能力较弱等问题。本文立足于人口城镇 化的发展背景，充分研究农民工的市民化进程与现代社会保障之间的关联性，结合济 南市城乡统筹发展战略，运用问卷、访谈等方法对农民工的基本情况、社会保障情况 及市民化意愿进行调查，获得一手资料。通过整理数据资料，总结所调查农民工的特 征、社会保障现状及对其市民化的影响，并在查阅相关数据的基础上，从制度、经济、 文化、企业、农民工自身等多角度深入分析当今农民工融城存在的主要问题，并提出 相应的解决对策帮助现有农民工群体尽早实现市民化。 农民工推动了工业和社会一体化建设的步伐，他们为了城乡一体化的建设发展付 出辛劳和汗水，他们是当之无愧的城市建设主力军。因此国家更应该建立完善合理的 社会保障制度，以此来体现社会主义的公平正义。 关键词：城镇化；农民工；市民化；社会保障 城镇化背景下农民工市民化的社会保障问题研究—以济南市为例 城镇化背景下农民工市民化的社会保障问题研究—以济南市为例 ii ii Abstract The pace of urbanization reflects the development of social civilization, the main way to realize the national modernization development state.
