毕业论文题目：城市居住区域公共设施集约型建设运营研究 管理科学与工程 专业 2010 级研究生姓名： 张程程 指导教师（姓名、职称）： 汪霄 副教授 摘 要 随着我国城市化进程的快速发展，城市公共基础设施的建设也进入了一个快速发展 的时期。 “十一五”期间，我国城镇基础设施累计完成投资 22.1 万亿元，年增 21.8％， “十二五”期间，预计基础设施投资占 GDP 的比重仍将保持在 3%以上的水平。但是，公 共设施快速建设发展的同时，相关衍生出的问题也越来越多，特别是建设中重复建设、 分散管理等带来的资源浪费、成本增加、运营不善等影响着居民的日常生活，造成了经 济效益、社会污染、资源效益、服务效益等均欠佳的状况。 城市居住区域是城市内最具有普遍意义，也是公共设施建设量最大的城市区域，本 文从狭义的城市公共设施概念入手，引入“集约”理念，明确了公共设施集约发展的内 涵和目标，构建出公共设施建设运营全周期的集约体系，从规划决策、投资建设、运营 管理三个阶段探讨集约化的发展方法，其中涉及影响集约与否的最为重要的规划设计、 规划协调机制、决策机制、投融资机制、运营管理、管理技术、行政管理等关键问题的 研究，力求达到公共设施整体建设达到经济效益、社会效益、资源效益、服务提供等综 合发展的集约目标。本文最后通过广州大学城的案例实践进行区域的集约化分析，并提 出相关建议，力求达到良好的实践效果。 本文的理论基础是集约理论、市场化理论、公共产品理论等，实践基础来源于国内 外公共设施乃至其他公共工程的实践经验，其中涉及规划设计、投融资模式、管理模式 等等，本文的选题也是贯彻落实资源节约型社会发展的具体措施之一，对城市的整体发 展具有积极的探索意义。 关键词 集约；公共设施；建设运营 - I - THESIS：Research on the intensive construction and operation of regional public facilities of city living SPECIALIZATION: Management science and Engineering M.A.CANDIDATE: Zhang Chengcheng MENTOR: Associate Professor Wang Xiao ABSTRACT With the rapid development of Chinas city development, public infrastructure construction has entered a rapid development period.“Eleven five-Year Plan”period, Chinas urban infrastructure invested 22.1 billion yuan, increased by 21.8% per year, “Twelfth Five-Year Plan” period, it is expected to invested 3% accounted for the proportion of GDP.
