This study shows the three stages of development in regard to old aged protection for the aged in the River Village: the collective responsibility of welfare, the individuals sell_dependency, and the states increased duty of the elderly protectionwith a basic amount of pension benefits paid. In order to raise the extent of statewelfare, this paper argues that it should be avoided, which all family members should not be responsible for the misconducts made by anyone of its members.
