Abstract: On the background of globalization ，Pre-school education has played an important role in the education system in many countries. 叽le development of pre-school education has become an important part of improving national competitive power and has become the investment priority of the fundamental education and human resources. Australia， as a developed country with high social welfare ，has started to pay attention to the quality guarantee system of pre-schω1 education since 60s of 20伽 century. By using documentary method and comparison method ，this paper will describe and analyze the process. This paper will study about the development of this guar刷刷 system，about the basic elements and the operating mechanism of the preschool education quality gu盯antee system in Australia. Development prlωess ，basic elements，operation mechanism and basic characteristics of the pre创hool education quality 阴arantee system will be described and analyzed in this paper. This paper consists of 5 Sections: Section one，describes the reason ofthe study，the literature review，the research methods and the definition of the core concepts.
