北京市政府部门向体育社会组织购买公共体育服务研究 北京市政府部门向体育社会组织购买公共体育服务研究 万方数据 万方数据 ABSTRACT According to collected literatures and data, recent domestic researches mainly focus on concepts, status narrations and theoretical analysis in terms of government-financed social services from civil sport society organizations, public service outsourced to social organizations and self-development of social organizations, yet empirical study is relatively rare. There is no former research on Hub procurement mode of public services by Beijing Social Work Committee. It is important to fill the theoretical gap to guarantee the comprehensiveness of Chinese government’s procurement of public sport services. Based on the research status mentioned above, with methods of literature consultation, expert interview and case study, this article reviewed the history of Beijing government-financed social sport services, then analyzed and discussed the 2 outsourcing modes of Beijing government from different aspects such as subject and object, purchase method, content, work pattern and supervision system. Beijing government is now confronting following problems: The responsibilities for both government and civil organizations are not clear enough; system security mechanism is missing; there are insider dealings because of the opacity of purchase procedures; civil organizations are not capable of satisfying the huge demands of Beijing governments; public sport demands could not be satisfied with limited qualified associations; a large number of grassroots sport social organization could not get recognition; lack of relevant legislation, standards and third party supervisions. Meanwhile, we can also see the positive sides: Beijing civil sport organizations are gradually extending their positive influences; the independent network for Beijing government-financed public sport services is becoming more and more beneficial; due to the financial restraints, Beijing government often pay limited monetary support to socia
