With the development of liberalization of trade, the function of the traditional tariff measure is dropping , Since the seventies of the 20th century, the impact on international trade of non-tariff measures become greater and greater. There are many kind of the non-tariff measures mainly: quantitative restrictions, technical trade barrier, safeguard measures, rule of origin , sanitary and phtosanitary measure, anti-dumping measures. And to the concern of human rights, the environment of correlating with trade, labor standards with the environmental question are evolved for the trend of the non-tariff measure in recent years. Seeing that the non-tariff measures are often used for protecting the domestic market, hindering the development of liberalization of trade, Both General Agreement on Tariffs and Trade and World Trade Organization Have made a series of regulations of the non-tariff measure, in order to control them. In addition, some regional economic integration organizations , such as European Union, North America free trade area while promoting liberalization of trade, Pushing the level of the governments manageing foreign trade up to new stage too, developed the non-tariff measures system. Chinese Government and ASEAN signed 《 Framework Agreement on Comprehensive Economic Co-Operation Between the Association of South-east Asian Nations and the People Republic of China》 in November of 2002 ,Both determine to build up China——ASEAN Free Trade Area in 2010 , realize the liberalization of trade in east Asia..
