PAGE PAGE IV ABSTRACT ABSTRACT Developed our of the belief for building the service-oriented government, E-governance is a effective approach to the realization of better public administration. That ideal administration should be a multi-administrative model that involves public participation, which are an effective tool as well as an index for the improvement of effectiveness of the administration. Under this E-governance model, the research into the interaction between the public, the volunteers and the interest groups in the participation process of building effective public administration should be the focus of the research. The first part of this thesis introduces the basic theories underlying the public participation in E-governance. This not only includes the general theories about public participation in the administration but also the new theories of the interactive platform building models. The new public administration theories include government service theory, governments benefit theory, participation-oriented government pattern, etc. as a new public participated interaction model is E-administration; E-governance contains such theories as virtual reality theory, Net-politics theory and network political theory, and post-Modernism theory. The second part deals with the three stages that e-governance, namely E-affair, E-administration, E-governance. Both the progress and deficiencies are discussed in the analysis of each stage. It is also shown that the development of the stages is in line with the advancement of information and communication technologies and that it is also a process of the constant evolution of the government functions, the depth and scale of public participation as well as the effectiveness of the administration. The third part of Thesis offers a detailed analysis of the mechanism of public participation in the E-governance stage.
