168 广东农业科学 2014 年第 18 期 基于生态视角的粮食主产区利益补偿估算研究 马玉波 广东科学技术职业学院行政管理系袁 广东 珠海 519090 冤 要 为了更加有效地衡量粮食主产区发展粮食生产支付的成本袁改变现行的与过去农业税计税面积挂钩的 各项经济补偿方法提供帮助袁采取从生态视角入手的方法袁在虚拟水补偿尧碳吸收补偿和土壤有机质含量下降补偿 三者相结合的基础上袁构建了粮食主产区利益补偿估算模型遥 利用全国最大的粮食生产省份黑龙江省 2011 年的数 据袁带入估算模型得到了水稻尧小麦尧玉米尧大豆的单位重量补偿金额袁进而换算成单位面积补偿金额袁对估算数据进 行了简要说明袁并对今后的进一步研究提出了展望遥 关键词 生态视角曰 粮食主产区曰 利益补偿曰 农作物固碳 中图分类号 F327 文献标识码 A 文章编号 1004-874X 2014 冤18-0168-04 Benefit compensation estimation of maj or grain producing areas from the perspective of ecology MA Yu-bo (De partme nt of A dminis tration Manage me nt, G uangdong Ins titute of Sc ie nce and Te c hnology, Zhuhai 519090, China) A bstract: In order to assess the production costs in maj or grain producing areas effectively, provide help for the change of the economic compensation method w hich linked to agricultural tax area in the past, from the ecological perspective, interest compensation estimation model for maj or grain producing areas was constructed based on the combination of the decline in the virtual water compensation, carbon absorption compensation and soil organic matter content compensation. Using the data in 2011 in Heilongji ang prov ince, the largest grain producing prov inces in China, the amount of compensation for the unit weight of rice, w heat, corn, soy bean through estimate model was obtained, and then the amount of compensation into the unit area was converted.
